My gynac explained the chance during actual periods is low but not zero, since sperm can survive a few days and early ovulation can happen in short cycles. So it's possible in some cases. If you're tracking to conceive, focus on the fertile window around mid cycle.
Generally chances are low right at period time, but bodies don't always read the textbook. If your cycle is short it can overlap. Best to learn your own ovulation pattern rather than going by general rules.
