You can, but morning urine is more concentrated so the line shows clearer, especially in early days. If you test in the evening and it's negative but your period is late, retest with first morning pee before believing it.
Haan you can test in evening yaar, i did. But actually if it's still early, hold your pee for 3-4 hours and dont drink too much water before, otherwise it gets diluted and line looks faint.

I tested in evening once and got a super faint line, got confused. Next morning it was clear positive! So evening works but morning is just easier to read i think.
