I totally understand how annoying a blocked nose can be during pregnancy! Applying a very small amount of Vicks on your chest is usually fine, but don't use too much.
In my premium hospital, the doctors advised strictly checking before applying any over-the-counter balms. Vicks is generally okay for external use, but do verify with your hospital staff.
When I had a bad cold post-delivery, I used steam inhalation. During pregnancy, Vicks on the throat or chest was my savior, but ask your gynac if you have skin sensitivity.
Because of my previous pregnancy complications, I was very careful and always asked my doctor before using anything, even Vicks. Better to get a quick nod from your gynac.
External application of Vicks is safe according to most doctors, but steam inhalation with plain water is a safer natural alternative. Check with your doc if your cold is severe.
