My app had a lovely weekly breakdown of this. The skin begins developing around the first trimester and keeps maturing, getting that vernix coating later on. It was fascinating reading the updates each week.
The skin layers start forming early in the first trimester but its very thin and see through for a while. My doc said by the second trimester the skin thickens and that protective white coating, vernix, develops. By the end its all properly formed.
